A Comprehensive Plan is a city's long-term vision for the future. It's a guiding document that helps elected officials, city staff, and community members make informed decisions about how Geneva grows, changes, and stays true to what makes it a great place to live, work, and visit. The plan covers housing, transportation, economic development, parks, and land use. It sets goals and policies to help the city get where it wants to go. It's not a set of hard rules, but rather a shared agreement about what Geneva values and where it's headed.

A comprehensive plan is different from a strategic plan or annual budget, which are two additional planning tools used by the City. A budget focuses on the annual allocation of resources for the year ahead. A strategic plan defines organizational priorities and operations for the next three to five years. A comprehensive plan guides future growth and development for the next 10 or more years by setting a clear vision for the City.
